Can I use a modem and connect to a local Internet Service Provider (ISP)?

Why? The cadet has a 10mb Internet connection at the desk. Besides NMMI does not have enough local connections to support that kind of service. At peak periods cadets have difficulty getting an open line to make that needed call home. Cadets tying up lines for Internet surfing will grind our telephone service to a halt blocking access for other cadets. 43.8 of the Cadet Bluebook specifically states: "Computer modems are not allowed, computers with internal modems may not be connected to the cadet phone system. If used, Information Services may require the modem be removed from the computer and sent home.
