Why can't cadets play music via the Internet?

RealMedia streams and Winamp MP3 streams take up 2% of the T-1 line to the Internet. Do the arithmetic. It would only take 50 cadets listening to music to exhaust the T-1's bandwidth. A T-1 line costs approximately $20,000 per year. That's a tremendous amount of money to enable cadets to listen to music.
In addition, Napster was banned because of security risks and the fact that a court ruled that 98% of Napster users were using it to trade copyrighted files. It's a modified FTP program that allows users to browse certain files on a computer and download them. At the beginning of the school year 2000-2001, about 7 cadets were observed using 80%+ of the T-1. It was blocked because of the copyright infringement and performance issues.
